Most evil? That's a tough one. If comic book characters get lumped into sci-fi, I think there's a villain that destroys entire planets. But for pure sci-fi, the Emporer from Star Wars would be hard to beat. Or Colonel Green from Star Trek.
hmm, it's a lot harder to think of really evil characters than I originally thought.
