The Public Forums are available for the use of all clubs for inter-club matters.
"Not available" refers to willingness to play clan games only. It's up to individual club members to set up their own challenge settings for other purposes.
It is not intended that clubs play against other clubs. Clubs have private forums and private rating systems among themselves. A club can form a clan within its membership list, which can challenge clans formed in the same way within other clubs, but these clan games occur as part of the clan system, and the club gets no points or credits.
Club leaders have absolute power over their club members, but this power does not extend beyond the club walls.
And, as other posters have indicated in a more subtle way, use of capitals in these forums is not well regarded.
