After 5. f3 e3? 6.Bxe3 white will develop with tempo - bishop on e3 attacking pawn on c5 so black will need to protect it wasting time. So white will keep all pluses of its position for free as white knight would be able to develop also on e2 or h3 also f3 pawn will cover bishop on e3 from diversion of knight on g4.

After 6.Bxe3 d6 is in keeping with blacks developement.Knight goes to e2 then black has Na6 and Nc7 to cover e6 square.The Knight to h6 route looks best and if Bxh6 blacks kingside looks bust.

After 6. Bxe3 d6 black will have weakness on e6. And while you will have to waste time to cover that weakness white will have time for development (Qd2 - 0-0-0) and start attack to weakened kingside (with Nge2 - Nf4 - h4 - h5 etc.). And black will not have extra pawn to suffer for.
