ICC is da bomb yo. I have played on both playchess and ICC and prefer ICC 100%.

I could honestly have both, but I don't want to dish out money on ICC until I know it's worth it.

I think ICC is just a more robust server. You can check out games out of their database and filter them by player, opening, event, etc...you can use a bunch of training bots to practice mating with N+B, tactics, etc...They have free commentary by top American GM's like Kaidanov, Christiansen, on top events. They are always broadcasting events, literally every day pretty much. You can play against a bunch of titled players in blitz matches, time odds, simuls, material odds. There are always GM's playing blitz and such that you can watch. Just a great place to play.

There was one thing that caught my eye on the ICC site....

"Take private lessons from world-class players, selected by ICC for quality of instruction and service."

How much does that cost?

Basically it depends on who it is. ICC has people they basically approve as vendors, and they list them with a description, as well as reviews. The players generally choose a rate per hour. I am sure you could find the list of vendors on the ICC site as well as the reviews if you wanted to check it out. I was surprised at some of the strong players who are willing to give lessons over ICC. If I had the cash I would definitely do it weekly.

EDIT: Since I didn't actually answer your question, here are some peoples rates. I think Alex Lenderman (IM) charges about 20$ per hour, while Larry Christiansen, who is one of the most popular people on ICC and supposedly an outrageously good teacher, charges 60$ / hour.

Oh god, that's too much. Christiansen would've been awesome though. But $60 an hour is quite steep.

$60 per hour is cheap for lessons from a GM. $75-$125 is the normal range, with some able to charge more.

I'm a patzer but get $25 an hour for giving lessons.

As somebody said, you buy the new Fritz (about 60 bucks) you get the engine and a year included. If you just, say, renew for a year, it costs 30 some bucks. I'm deciding what to do just now. The new fritz 10 will be out in a few days. I'm not impressed with the "improvements." But we shall see.
