If the players aren't wiling to take risks, maybe they SHOULD play on until one of them gets sick of continuing draws.
It ought to be "x games, and if there's no leader after X, sudden death." Give the incumbent chamion white in the first sudden death round so the challenger doesn't get an unfair advantage, but still has more chances to take the title in the event of a tie than in the current system.

Why not just accept that, at this point in time, they are equally good? a tie can be a just result.
But that is beside the point, Kramnik beat the World Champion before him and he deserves to remain world champion until someone proves they are better by a definitive margin. A tie, in just about every sport, means the champion stays. i.e. Boxing....
Ties aren't fun, and dual champions aren't as interesting. Besides, there are ways to determine who's better.
Let's say we get to a point where there have been too many draws. Then declare that no further games can be drawn by choice. If this doesn't work because the players choose drawish lines, tell them that they must play fighting openings considered to be equal for both sides until one wins two such games. Etc.
Make it harder and harder to get a draw, while keeping it fair, until there's an undisputed champion.
