False, if you are being crushed strategically you are still losing even if there isn't a tactical threat yet.

Actually, at the Super-GM level (2600+), e4 scores better than any other move. However, at lower levels, d4 and c4 score a bit better.

The way I look at it:

Would you rather play the white side of a Ruy Lopez or a Sicilian, or the white side of a Semi-Slav or Grunfeld?

Simplifying dramatically...but the idea is clear, nonetheless.
