TBH I'm amazed that Russ doesn't have a Page View Log facility. It makes making the final decision to hit the "ban" button that little bit easier.
Player opens the game window and
1. Studies game for 30 seconds, wife calls him as supper is ready, he computer goes away and has his supper comes back 30 minutes later, studies game for further 5 minutes and makes move.
or
2. Studies game for 35 minutes and then makes move
or
3. Has chess board set up with position, opponent moves so he opens window to view move made. Notes move, closes window after 10 seconds.
Analyses position on chessboard and 3 days later opens game again, makes move, closes window after 5 seconds.
Player 1 moves after 35 minutes but only after studying position for 5 and 1/2 minutes
Player 2 moves after 35 minutes of studying game for 35 minutes.
Player 3 moves after seeing position for only 15 seconds, despite having maybe analysed for several hours on the chessboard.
What does the page view history tell Russ in the above positions?

You all know that. Once in a while you have to make a decision to convict someone who might be unguilty. Because of the trace of doubt. Which is just not enough...
Just don't hide behind the proof! Step up to your believe and consider the (very) slim chance that in some future people turn up with matchup rates in the late-60's - and suddenly skeeter doesn't seem so cheatinglike as before...
