ICC is dying next to Playchess, at its peak ICC gets maybe 3000- 4000. Playchess sees 6000+ daily. Playchess has a 90+5 league called The All Nations Chess League, http://www.anclchess.net/. It mainly consists of OTB players although it has a few masters and even the odd GM.

From experience I can tell you its much easier to find 90+ min games on Playchess than ICC.

Oh! I might add it really depends where you live ^^ If you're in the states or so ICC is probably a better idea since the people will mainly be on when you're on, Europe etc? Go for Playchess. 🙂

In my opinion. I suggest to join to blkmagic tournaments in FICS.
They are 90 30 tournaments.

It's possible to find players for longer time control game on FICS. Look at teamleague.org and www.stcbunch.net/news1.php.

Interesting point. I've often wondered why chess organizations offer either rapid play chess or correspondence chess with slow time controls. 😏
