"I'm just wondering how you tell when there's a brilliant tactical move to be made..."
Writer Dan Heisman calls these positions (the "when" in your question) "the seeds of tactical destruction". The following link is his take on when tactics are worth spending extra time looking for. http://www.chesscafe.com/text/heisman05.pdf

I might lose a few at first but I want to really nail the tactical aspect of chess. Any comments, suggestion, training tips, etc. about tactics would be great.

By all means, "waste" money on books. A good combination book like "Sharpen Your Tactics" by GM Anatoly Lein, et.al., is a great book to have while having a sit-down in the john. Take it to work and solve a problem or two while eating lunch.

Some people who spend all day staring at a computer screen want to go home and study tactics, but not on a machine they've been sitting in front of for 8+ hours.

Books are wonderful bedtime companion, too! No matter how many computers we have, there will always be a place for books!

I agree that everyone learns differently. That's why I don't think one can make a categorical statement like "Don't waste money on books."
I like to learn from both computer software and from books.
