I think there is some evidence that heavy use of cannabis does have a dependance affect.

On the wine thingy, couldn't they use low alcohol wine, or even just sip tiny amounts... I'm sure that would be ok?

The article also said that the spokesman was a teetotaller :- how does he manage then? or does he just not take mass?
