Just to answer the original OP:
It's good if the murderer repents but those who go to heaven are not determined by mere repentence of a sin. They are chosen by Jehovah God and drawn to His Son Christ Jesus.
Also, the victim does go to sheol as do all humans who die.
He will probably be seen again in the resurrection.
Interestingly, the victim may face his murderer in the future, assuming they both get a resurrection into the New World.
