It all depends on the exact conditions that go with being a King in Hell or a Servant in Heaven.
A similar situation would be poor in a Rich country or rich in a Poor country. Especially when a relatively poor person in a rich country is financially better off than a relatively rich person in a poor country.
I must also add that many politicians in Africa choose the King in Hell option. They steal from the country in order to make themselves rich (kings) thus making the country extremely poor (hell). Many former heads of state must really regret not having done a better job as they now have to live in the country they created.
