Germany and USA have an incentive to tie on purpose, of course. If they do, Germany gets their #1 seed and the USA gets in, which is all both sides really want. If that happens, FIFA has only itself to blame. That ties even still exist at this level of tournament is a testament to the cluelessness of that organization.

It would also be better for Germany to have the USA go through because it would be unlikely that they would play US in the gold-medal game. Where they could play Portugal in the gold-medal game. But still Germany would probably win that game because they beat them 4-0 earlier!
