I notice I get no replies from the great red scholars and general know-it-all bumbs from michigan and communist regions to be defined later. I wonder why that is?

Yes they did. A very contentious issue over there. But in fairness they introduced it as a measure to cut unemployment. I think this was partially sucessful as they had unemployment of 12% 5 years ago.
