I'm sorry that you can't understand that Spain (for example) has a sovereign right to deal with those who commit crimes on their soil by providing that they can be tried in an international tribunal rather than a Spanish court for certain specified crimes. I believe that most reading the thread understood the point even if you can't and/or won't.

garner did not die from a choke hold, he had a heart attack. Floyd was saying he couldnt breath BEFORE the officers subdued him.

The NYCPBA is not a "jury of your peers".

Pantaleo only faced one open hearing regarding his actions and in it:

"The judge found officer Daniel Pantaleo — who has been on modified administrative duty in the years since Garner's death on a Staten Island street corner — guilty of "reckless assault" when he used an impermissible chokehold on the 43-year-old father, according to two sources familiar with the decision, who said the report was extremely detailed."

The grand jury sees only the evidence the DA wants it to. If he's not interested in an indictment, the GJ doesn't bring one. The article you posted is from the NYCPBA and is hardly nonbiased. It resisted Pantaleo's firing but an independent fact finder determined he used a barred chokehold and that he should be removed from the force. Additionally, NYC paid over $5 million to Garner's survivors for his unjustifiable death caused by their police officer.
