One of the downsides of the decentralization policy in effect here in Indonesia since 2000 has been the way it has spread and deepened 'money politics' [as people here call it] leading to Medium Size Business getting in on the act at a provincial level alongside Big Business.

Wrong. Take for example GE petitioning washington to stop the production of 100 watt incandescent light bulbs. They only need to buy off a few hundred Congressmen and it goes into effect for the whole nation.

Now lets take the same scenerio if such legislation has to go through the state and local level. Muliply the few hundred Congressmen by about 50. Then try to time all the legislation to go into effect at the same time. Odds are you will have a much harder time.

As it stands now, after the ban GE closed down their factories in the US and shipped them to China and are making a mint. Sweet!!!

I disagree. If we're under the assumption that all government officials exist to be bought off, then companies as big as GE would play kingmaker in state- and local-level elections.
