The oil was sold to private companies to increase the world supply of oil and thus tend to cut prices - which are set in international markets. It seems to have been successful, at least in part, gas prices have been declining in the US for almost a month.
I don't suppose you have the slightest evidence that the sale was "rigged", do you?
