Shallow. You own a bank. A man wants to borrow money from your bank. A credit rating, which would be on record somewhere in the cloud, would tell you if his rating was good enough, that he could be responsible enough to pay the loan back. It is a history of the payment (or nonpayment!) of his debts.
I don’t get your reference to civilized countries. A Bedouin on a camel in the desert would check a guy out before he would loan money to that guy. You liberals are so simple to debate with.
