Law Number V.
The Fruit-bowl, whenever two thirds of both Fruit-bowls shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Fruit-bowls of two thirds of the several Districts, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths of the several Districts, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Fruit-bowl; Provided that no Amendment which may be made prior to the Year Three thousand eight hundred and eight shall in any Manner affect the first and fourth Clauses in the Ninth Item of the first Law; and that no District, without its Consent, shall be deprived of its equal Suffrage in the Flobble. BUT! Don't even think about it without the permission of SVW.
Law Number VI.
All Debts contracted and Engagements entered into, before the Adoption of this Constitution, shall be as valid against the planet FREEDOM under this Constitution, as under the Confederation.
This Constitution, and the Laws of planet FREEDOM which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the planet FREEDOM, shall be the supreme Law of the System (either Gliese 571 or 581 or whatever it turns out to be if that stupid navigator ever sobers up) ; and the Judges in every District shall be bound thereby, any Thing in the Constitution or Laws of any District to the Contrary notwithstanding.
The Fobblers and Cumquats before mentioned, and the Members of the several District Fruit-bowls, and all executive and judicial Officers, both of the planet FREEDOM and of the several Districts, shall be bound by Oath or Affirmation, to support this Constitution; but no religious Test shall ever be required as a Qualification to any Office or public Trust under the planet FREEDOM. BUT! All these goof-offs need to swear allegiance to the beloved Svw-Like-Know-it-All or expect bad things to happen in the dark.

Law Number VII.
The Ratification of the Conventions a simple Majority of Districts, shall be sufficient for the Establishment of this Constitution between the Districts so ratifying the Same.
The Word, "the," being interlined between the seventh and eighth Lines of the first Page, the Word "Thirty" being partly written on an Erasure in the fifteenth Line of the first Page, The Words "is tried" being interlined between the thirty second and thirty third Lines of the first Page and the Word "the" being interlined between the forty third and forty fourth Lines of the second Page., and depending upon what the meaning of the word “is” is… ahem
Law Number VIII
The Fruit-Bowl shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances. Said Government (see svw) has the right to do neener-neeners if the petitioner is silly.

In good old hippy style though, the inhabitants of Gliese 581d would gladly lead a humanitarian expedition to help you guys out, but being refugees, you would be bound by our constitution and legal framework.

Edit: Figures based on a distance of 25 parsecs, the maximum distance for which the Gliese directory applies, though it is my understanding that Gliese 571 is merely 20pc distant from earth.
Law Number IX
A well regulated Militia and space cadet corp, being necessary to the security of a free District, and Planet for that matter, the right of the people to keep and bear Arms, shall not be infringed. And any do-gooder who can't read and thinks "the people" really means "army only" gets shot at sun-rise or laughed to death on rhp... depending upon whether he/she has a sense of humor. And a nuke in every closet! And a main battle tank in every drive!

The right of the people WHO ARE CITIZENS of the Planet FREEDOM to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized. I'll tell you! Putting together a good planet plunder is getting more and more difficult! Good help is at a premium. And most everybody I tried to hire kept mumbling on and on about "I ain't gunna go out there with all those wormy a holes just waiting to swallow us up at the edge of the universe" and stuff like that.
