If the man has a certain degree of financial security but is not particularly rich, then it might take some time to accumulate the money to pay the dowry. Maybe he's from a village with few girls with the age for such arrangements. Maybe he's the father's boss and the father offered her more than the boss requested her. Or, as you say, he could be a scum-bag pedophile.

I don't want to generate excuses for a practice I don't condone, I just think it's more driven by the poverty of the family 'selling' the girl than by some sort of mass pedophilic demand.

However, I do agree that the practice makes girls extremely vulnerable to pedophiles (spit).
