According the study the fall is due to women’s “education” and “choice” to not have so many children. It’s a big extrapolation over time based on that current social phenomena.
Fertility rate just refers to the amount of children had on avg. per woman in child bearing years. It does not refer to the actual ability to conceive children.

The sect sounds more like a cult.

Lalpa Kohhran (God's Church), but more famously known as Chana Pawl or Ziona Pawl, which was founded by Chana in 1966. The extraordinary practice is polygamy of the head of the church. Chana had 30 wives. His eldest son and successor (after his death in 1997) Ziona has 39 wives and over 90 children. The church is somewhat a form of pater familias as the head is revered as supreme leader. The church itself holds a world record of the World Record Academy for being the "biggest family in the world" in 2011. They are concentrated at Baktawng village.[43][44][45]

Ziona was chief of the group known as "Chana Pawl", which was established by his father.[5] The sect practices polygamy.[11] It was initially established by his uncle Khuangtuaha who was later succeeded by his father Chana. The sect followers claim that its origin is traced to the Bible's Revelation Chapter 20 to "Kum Sang Rorel" or the rule of 1,000 years by Jesus Christ on Earth.[19] The sect was originally named Khuangtuaha Pawl, after the founder Khuangtuaha. He founded it on 12 June 1942, when its disciples were removed from Hmawngkawn village by the headman of the village for propagating a theology considered "wrong and dangerous".[19] The sect celebrates its founding day as "Bawkte Kut" or the festival of the hut on 12 June every year.

It seems highly unlikely that there is otherwise normal theology than the polygamous aspect and the living patterns and familial structure seems like it may indicate a cult to me.
