The fact that something is under reported does not change the burden of proof. Allegations need to proven. Claims need to be supported and that's nearly impossible when they aren't made in a timely matter.
There is too much explaining why claims that are not proven might be true anyway and too little protection and sympathy for those accused of unproven claims.
