The UK? Europe? South Africa? Australia? Canada? Mexico?
All those scientists (virologists, chemists, professional bodies) are outside the US government.
And they have all approved the vaccine.
So the statement is just false.
If a scientist outside the US government wanted details on the vaccination, they could just ask any number of international bodies and they’d get it.
You can look the information up online (I once posted a link) and get everything.
There is no secret. There is no giant conspiracy. There is no point for FDA not to hand over said information.
Most countries have open-government policies (I don’t know about the US), which means you can request data and they have to hand it over.
Send a letter to the FDA (do it yourself) and see what they give you. You’ll be surprised.
If anything is redacted it’s generally privacy information.
There are two other sorts of redaction: national security (which this doesn’t affect) and some information which needs contextualization; meaning they’ll generally invite you over to explain the context and then give you the information with the request not to spread it further, so that context can be extended.
Now, I took a quick peek (God only knows why) at the FDA approval information:

The US is only part of the empire. It consists of several nations. The USA also has considerable influence on other nations. How do you think GW Bush got other nations to vote at the UN the way he did? You have heard of "Coalition of the Coerced". Bribes, threats.
Those other nations approved the gene vaccine because of bribes and/or threats. Same reason they voted for the Iraq invasion.
