Note the use of the word conclusive.
There were enough red flags to warrant an investigation.
btw, the intent of the investigation was to determine if the Russians interfered with the the election.
The answer to that was a solid YES.
Seeing if Trump was involved was a side investigation, where Mueller "decided" to not pursue any further.
Perhaps to prevent a constitution ...[text shortened]... d with the Brexit vote as well.
