FEMA runs those as well... for the Canadian government

I guess these were probably used during WW2 to house japanese immigrants who were suspected as spies... Canada is like the US lapdog, so really, it wouldn't surprise me if they are keeping them fully operational

When catastrophe happens and large numbers of people are left without food/water/shelter, people get upset. When they get upset, they do stupid things that inhibit whatever relieve efforts ARE in being implemented. The mob of hungry, wet, homeless people that's all happy, compliant, and helpful does not exist.
So, yes, the anticipation is for public disorder, because FEMA's purpose is to deal with catastrophe, and catastrophe causes disorder.
And the horrid flop that was FEMA's response to Katrina is the reason that they need such an exercise. Practice. Without that, everything you do is the first time... and the first time generally doesn't go right.
