My sister, exchanges part of her allotment for cash to buy beer and cigarettes. These incentives can't be avoided. Anytime you give away what people could at least in part earn themselves, you incentivize sloth and waste.
The most common incentive in large US cities, and probably in rural areas as well, is working "under the table". A low skill, minimum wage worker looks at the difference between work and welfare, and in many cases he "makes" more by not working. If work results in a small net increase, he reasons that only the increase is the result of his work. Why not take the welfare, and work on the side "off the books" and net the whole thing, tax free?
State bureaucracies work for the benefit of one entity, themselves. The clients are just objects that provide them with jobs.
I would add that as a business man, I became addicted to the income from food stamps, but when regulations on inventory and other things squeezed me out, after the initial shock, it was a relief not to bother anymore.
At one point in my life, I can't remember when but it was a while ago, I saw a guy buy a couple of things with his food stamps (he had a young girl with him) and got change in cash. He then paid for the other half of his purchase (beer and cigarettes) with the cash he got as change from the food stamps.
