There is a county facility near me. And they own a farm. The best detail an inmate can
hope to get is to work on the farm but they only take the best behaved inmates
to reduce risk of escape.
Yes, of course it is voluntary. I don't know where inmates working is forced. But that's another thread.

Here's how I look at it. As long as the inmates are not forced to work, than that is
Ok. I have no idea how that is handled where I live but I would be happy to see
that working inmates get a small stipend deposited into their jail bank account for
labor performed.
One big item to consider, ATY, - the last I checked, each inmate costs about $50K/year
to support. They do get food, (3 meals), warm rooms, a bed, hot showers etc.
Why should the inmates get this free? Just something to mull over.
Also, I had a prison inmate advocate tell me **to my face**, that every Fall when the temperature
gets cold, the homeless will commit crimes **just to get thrown in jail**. Spring comes, and they get out.

So, at least in Alabama, the labor is not FORCED, already showing a very significant difference between what's happening in China today and Alabama.
