Sounds like her lawn was a fire hazard.
I used to whack my head regularly on a branch that stuck out over the sidewalk right at head level. There were even jagged stumps of branches that broke off.
I don't think it's unreasonable to expect the owners to deal with these hazards to the community.
Old ladies shouldn't be resisting arrest or fighting with cops when they break the law.

I assume there is more to the story with every news item I read - and for that matter anyting from the media. Mindless acceptance of media statements is pretty scary.
Too weird, something's fishy here. Unless the cop was having a psychotic breakdown and went nuts, the story is unbelievable, there's more going on here than the lady's version of things.
I'd hold off on making any judgements just yet, it sounds like a lot of facts are missing.
