A nut job with a gun may kill a handful. A nut job running a country with nuclear weapons can kill hundreds of thousands in one act. If people cant have guns we have holocausts. If countries can't have nuclear weapons we don't have Hiroshimas and Nagasakies. An interesting tid bit is that the only country that has proven itself irresponsible with nuclear weapons is the one trying to keep others from attaining them.
