Prosecutors are generally rather ambitious, but they don't enjoy getting laughed out of court so don't expect any of them to pursue criminal charges based on your lunatic conspiracy theories.

Even if your Benghazi theory had any merit (which it doesn't), State courts could hardly exercise jurisdiction over the Secretary of State for actions which had results in another country.
