Obama declares in his state of the union of address in 2011 that the "era of big government is once again over".
Obama could not even force himself to say those words. Clinton was able to work with a Republican Congress, Obama, on the other hand, would slit his wrists before playing ball with them. If the Republicans take control, he will be a lame duck.

Clinton balanced the budget by signing the Omnibus Budget Reconciliation Act of 1993, with every single one of every single Republican voting against the bill.

Obama has tried over and over, and continues to try to work with Republicans. The Republicans keep bashing their own ideas every time the President tries to adopt them.

What I meant to say was that I predict Obama and the Democrats will do rather well in the 2014 Congressional and Senate elections, and so paving the way for the first of Clinton's two terms.

Clinton balanced the budget mainly because the economy surged in the mid to late 90s. OBRA '93 wasn't a bad bill, but it was a little too liberal with spending in many areas. After the recession in the early '00s, even w/o the Bush tax cut, the OBRA '93 spending provisions would have had to have been cut to maintain a balanced budget.

Which is what McConnell and Boehner and Co should have been proposing to do instead of the tax cut plan. Or there should have at least been some provision to ensure that the budget would remain more or less balanced after the tax cuts and increased defense spending was enacted.

Clinton had a Republican congress.
