Well, while a dedicated tv station may be a little over the top, my experience of teenage social systems is that when a chance for humiliating one of your peers arises, not many don't take it up. Stocks, properly attended by a member of the reserve police force responsible for the personal safety of the person locked in the stocks would prevent things from getting out of hand, but a few rotten vegetables hurled at a young troublemaker by family and "friends" would be a relatively cost effective measure I feel. Of course, a minimum of clothing and possibly the provision of permanent markers for on-body graffiti would go down well too.
Let peoples imaginations go wild.
Get the offender to pay a fine and have that money distributed to the people who ridicule them too, giving a further incentive. The possibilities are endless.
