The only concession are tax-breaks, and that means you are working. To stay at home, not work, and make kids upon kids for several men, or for several men to breed several women, all on taxpayers $$$ is jsut plain nonsense. The state is stupid to do that.

Problem is balancing the budget means reining in spending, which will cause a recession (since we can't raise taxes).
