They need to target anyone who is not paying what they legally owe in taxes. Period. I am quite sure they would rather get lots of money the country is due from wealthy individuals and coorporations.

As to your 2nd para about natural state of man, that could work in an ant colony. All ants work and contribute exactly. I have stated often, that some people work harder than others.. Can you explain how this fact could exist, and be supported, in your Natural State?
