Shortly: If someone shoots at you from the window of the hospital, only then are you allowed to shoot at the crowded hospital.
If no one is shooting at you from the hospital right now, any military attacks against that hospital are not allowed, regardless of whether there are any tunnels under the hospital.
In Israeli propaganda, the talk of "human shield" has been intentionally left vague for propaganda purposes. They never explain how exactly that "human shield" was used. It has only psychological effects and no legal value.

The protection to which civilian hospitals are entitled shall not cease unless they are used to commit, outside their humanitarian duties, acts harmful to the enemy. Also using civilians as a human shield is itself illegal under international law. In the case of a missile launcher emplaced on a hospital roof, or school or residential building, it’s not the people bombing the hospital who commit a war crime, it’s the people who put the missile launcher there. They endangered the civilians by making the hospital into a legitimate target.
Article 51, section 7 of the First Protocol to the Geneva Convention, 1977, applies.
The presence or movements of the civilian population or individual civilians shall not be used to render certain points or areas immune from military operations, in particular in attempts to shield military objectives from attacks or to shield, favour or impede military operations.

The obvious problem with this is that Israel is killing civilians. Palestine is not Hamas yet their civilians are by far the largest victims of Israel.
But then the expected counter-argument will be that it's Hamas' fault for deliberately hiding among civilians and Israel can't sit back and do nothing while Israelis are killed.
And round-and-round we go.
Ultimately, peace is always a better option. America failed by blocking the U.N. They could've helped prevent more deaths. and F'd up.
America's judgement is clouded due to being Israel's ally. I've wondered whether the U.S. should continue supporting Israel. If the U.S. withdrew its support, eventually Israel will be decimated by the surrounding Arabs. And that would be a horrifying, bloody tragedy.
