That's probably true. If Bolton was so hot to testify, why didn't he do it in front of the House impeachment proceedings? I don't trust Bolton one little bit.
Bolton should have answered the subpoena from the House when it was issued if he "wants to tell his story". The Senate is going to make sure his testimony never sees the light of day since it will mess with their fairy tale Ukraine narrative.

it is my understanding that the house never subpoenaed Bolton
I believe that they still have that option available

the house has never taken the steps necessary for subpoena power.

“How a particular committee decides to issue a subpoena is specific to each committee. Most committees of the House and Senate have included in their rules one or more provisions on committees’ and subcommittees’ power to authorize subpoenas by majority vote. Most House committee rules delegate to the committee chair the power to authorize subpoenas, and many of these rules require the chair to consult or notify the committee’s ranking minority member. Once authorized, a subpoena must be signed and delivered to the person named in it. Delivery of the subpoena to the person named in it means the person has been officially “served.””

Congress doesnt just walk around with subpoena power.

And more...what the msm was referring to as “subpoenas” were in fact only “request” letters. Pay attention to detail, democrats will play dirty tricks.

I guess they learned tricks from rePutinicans then. So you think the house has a police force to enforce a subpoena? Too bad they don't and so the only recourse is the courts and that is the whole point of the rePutinican strategy, run out the clock, get it close enough to November SCOTUS would forbid impeachment going through so CHUMP can crow about how he is exonerated. But you knew that all along, so your handlers told to how to slant it.
