Let's start with what disinformation *isn't*. It's not something you merely disagree with. Conservatives claim accusations of them spreading misinformation are simply differences in opinion. That's false.
What is misinformation then? Statements that mislead the public and get passed around as fact. For example, when tobacco companies pushed the idea of "safe" cigarettes.
Disinformation is when one creates and knowingly spread false statements as facts. The tobacco example can also fall into this category.

If the WH says that 2 +2 = 5, then it is Russian malicious propaganda and disinformation to say that 2 + 2 = 4.

Your freedom of expression means that you can freely agree with the doctrine that 2 + 2 = 5, if the WH says so.
