Not necessarily. I've done meth a few times. I've had fairly easy access to it for quite a while. I chose not to use it for the most part except once in a while.

I do not doubt that that it would be fewer since it would be unreasonable to think that everyone who is in prison now on drug charges would be there if drugs were legal and cheaper. The criminal action here is DUI, not just drinking.
