These sort of things matter in local elections. Especially if you don't have a two-party system, and you have to make yourself look good rather than just the other guy look bad.

The way the free market with transparent competition between many providers works is in many ways similar to a (low-corruption) multi-party democracy. That is probably also why the latter is the optimum form of government.
