The best 20 are all developed high GNP countries with high levels of EDUCATION. Interestingly Trinidad (my home country), has a very educated population. Tertiary education has been basically free here since the 1960s (and compulsory up to age 16). But corruption levels are still high. I guess education and awareness are necessary but not sufficient factors in reducing corruption.
