Your corporation was under no obligation to give the part time opportunity to any other employee unless it was written into contracts. You could have easily and legally said that such arrangements are creating issues and so cannot be sustained. It could have been cancelled for the employee you gave this to. The same applies to letting one employee work from home and not another. Or changing the work at home option if it is not working for your company. Schools with unionized teachers often try things like shared teaching and then cancel the opportunity if administrators feel it does not work well. You sound rather incompetent.

If employee A finishes early he should be allowed to go home early. Or relax (better to go home). If you want to give him more work, you pay him more. Who the fuk would finish faster if it meant more work for no change in pay.
