Because she KNEW the McMichael family.
So she recused herself and turned it over to a Deputy DA that did.
SHE WAS REQUIRED TO UNDER THE LAW .
As far as what Kamala Harris has to do with it, she was brought up as an example of what a black DA can do and get away with, keeping an innocent man on death row when she had evidence he was innocent, versus a white DA who did everything she did to protect the rights of someone and recusing herself.

Then after she decided to recuse herself, she recommended to the Georgia Attorney General's office that they appoint in her place Waycross Judicial Circuit District Attorney George E. Barnhill, who she already discussed the case with, knew that Barnhill would not file charges and as a topper, " Barnhill’s son had worked in Johnson’s office with Gregory McMichael."
It was the Georgia Attorney General, not one of Johnson's subordinates, who eventually filed the charges against Arbery's killers.
