If it was designed to be more virulent against (i.e. "target" ) certain "races" (genotypes or phenotypes) it seems more likely that it's designed to interact with melanin in some way, not against white people.

I think the little thingy does not 'decide' things in the dictionary sense of the word, so I would say Marauder is correct about that.
