Imagine this... if a government does badly, then people could decide that they want a new government. This will give an incentive for governments to produce collective goods efficiently. I think I will call this system "democracy". Might work.
In a democracy, you generally have one party promising to give away lots of new "free" stuff and the other party promising to cut the prices of the stuff we already don't pay full price for. Meanwhile, there's someone in the back of the room that says we need to stop all the borrowing and actually PAY for all the stuff we get, or else live on a budget and make do with less stuff. That person promptly gets a wedgie. The fairytales being proposed by the popular kids are so much cooler!!
And so government gets bigger, and taxes get lower, and China gets richer, and no one bothers with proposing ways to make things more efficient because wedgies aren't very fun. Just ask Chris Daggett in New Jersey.

Governments should use free enterprise and free markets to help limit their controlling roles where practical considering policy options and politics that limit them.
It is more efficient, more productive, and less wasteful. Contracting is one good way. The process should be transparent. The people would benefit from more pro-market innovations and reforms in the long-run.
