You never did answer why a special law was passed AFTER this.
The conspirators knew their plan to replace the duly elected Electors with the fake ones was illegal:

Why do you think think Trump's own lawyer knew "no court" would accept that argument and that the SCOTUS (with a right wing majority) would reject it unanimously?

Geez, imagine if the Vice-President of the United States, who was overseeing the certification and counting of the Electoral College ballots had declared "we'll count the fake electors votes not the votes of the ones duly elected, qualified and certified by their respective States".
What would have happened then?

You have to gather enough coconspirators and gather in secret in a side room of a state capitol bldg where you all sign the fake / alternative electors declaration certificates and the wait for the potus to send a mob to the national capital bldg in order to force the vice president to ignore his oath of office and reject the legitimate electors thus enabling you to pretend to be the legitimate electors and consequently steal the election and disenfranchise the US electorate

I hereby request that Kamala Harris ignore the ostensible valid elector and let me vote in that person's place. I really, really hope she ignores her oath.
And if a mob shows up, obviously congress have to hasten the process and vote immediately rather than wait for a more safe time to conduct the electoral college vote. They only had 14 days before inauguration. If a mob was in the room with them at the designated hour, they'd have no choice but to vote right then.
While I'm at it, I'm going to get my old high school friend to "conspire" with me by helping me to hope it goes my way.
NOW. I await the no-knock raid from the FBI. (Don't forget, I'm really, really hoping that the VP and congress violate their oath).
I can only shake my head in disbelief as I realize how close we came to loosing it all that day.
