Nothing specifically. It does say:

"The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States"

Article I, Section 8, paragraph 1

I'm sure JD Vance would agree that such pro-family policies would increase the "General Welfare" of Americans esp. since he endorsed a plan to give newly married couples a monetary bonus.

Of course we all know the Federal Government does not actually need to follow the Constitution.

That is the answer. Constitutional or not, it is what is already being done.

It is little different than the child tax credit.

I do not see why you are making a big deal out of this.
