I heard once they had a birth control seminar in a particular African village, and the doctor demonstrated the use of the condom on a piece of bamboo, and told them that this will stop unplanned births. So a about year later the doctors /nurses returned to see how things were progressing. They noticed that all the bamboo patches were cut down and condoms were attached to them. The women complained that method of birth control does not work. See... people try.
The post that was quoted here has been removedOk, since you did not get the joke lets get serious. Imperialism ended in most African countries about 60 to 70 years ago. The European nations pulled out, the African countries became either a commonwealth nation or a Republic of some kind. Since then all the more advanced western countries have been generously sending aid and other forms of assistance - technical know-how, manpower to undertake development projects.
Education is the responsibility of the people of the nation. The people lobby the government, which produces an appropriate educational plan to suit the needs of the population. So if after 70 years or more any independent nation cannot develop and implement a suitable education plan,then that is their fault.
If we were to tally all the aid sent to these African nations in the last 50 years the figure would be staggering.. Continually blaming others for someones failures only leads to more failure.

I will answer your other questions tomorrow, but I can tell you now that I support Imperialism in some cases. Many countries descended into abject poverty, war and civil unrest, as soon as the European governors exited. Today 60 yrs later they still cannot climb out of it.
