IF an investigation found they used improper amounts of force, even if it doesn't rise to the level of criminal activity, they should receive some administrative discipline which is what appears to have happened. How this is a "misuse" of the agency is beyond any reasonable understanding.
They weren't whipping people, the "whips" were the reigns of their horses, and they were using them to control the horse, not the people.
They never hurt anyone and showed extreme equestrian skill. If you know anything about horseback riding, you will see that.
