Trumps name is in the manifesto 300+ times and many of those people who wrote it worked in his white house and/or are working on his campaign currently. Much of the proposal is consistent with his positions on stuff, but it actually discussed the logistics of implementing.

He was unprepared and was a bad leader. But people still like the guy and want to vote for him. Donors ask how he will prepare to actually succeed if given another chance. So all of his campaign aides and advisors came together and wrote Project 2025 to prove they could logistically do what trump was promising to do.
But if you read the actual manifesto they wrote, it is clear that the only way to do what he promises to do is to concentrate executive branch power and circumvent states rights and legislative authority.
Normal people push back calling it a slow drift to authoritarian rule. maga says "I don't know what you're talking about, never seen it." But then they look at it and silently think "authoritarian rule maybe ain't so bad."
