Just ask those who received corporate bailouts, Trump's 1 trillion dollar tax break, the Texans who received government assistance after the ice-storm or after the hurricane, the Floridians who got government aid after most of the southern tip was flooded, etc. etc.
No one is "independent" of the government. You claim to be a business owner; you need the government to enforce any contracts signed by anyone you do business with, as well as roads, electricity and everything else taxes pay for.
The people who are closest to being "independent" are the Amish but even they may need the services of law enforcement, firefighters, etc.

Who voted to raise the debt ceiling last time in congress? Mostly democrats. Right?
Then when a Republican becomes POTUS the republican congress conveniently loses their will to fight limiting debt. Right?
You cannot expect to be days away from defaulting on your debt every couple of years without it effecting your credit rating stupid. It has nothing to do with the amount of debt which you correctly point out is racked up by both parties.
It’s also about the widening gap between both parties and the disappearance of the centre.

As far as Biden, I don't give a damn about him. Lock him up if you want, the only thing he's good for is keeping Trump out of office. More than anything else Fitch is citing the cyclical debt ceiling chicken game played by Republican congress when ever they have a majority in the HoR and a democrat in the White House along with the extreme the polarisation of the body politic. It began before trump and will carry on without him but trump is the single most obvious manifestation of it today
Never once mentioned the green deal or any other Biden economic initiative.

The US is going to get a future financial return for Biden’s investment in the industrial and infrastructure base as are the majority of its citizens.
Unlike Trump who gave his own organisation a tax break the proceeds of which are just as likely to get invested in Chinas industrial and infrastructure base.
